Like with hot rollers or a curling iron or sleeping in curlers? I want to do this for prom but I don't want to have to go to the salon because I'm broke lol

Well hot rollers might be your best bet. Unless you’re REALLY good with a curling iron… Curls like this wouldn’t come out right if you used an iron because they’d come out like barrel curls. I’d either use a very tiny bit of mouse and regular curlers, then hairspray it, or use hot rollers and lots of hairspray.
If you want it to last all night, I’d suggest using a anti frizz shampoo and conditioner the night before, and using a serum when it’s still damp (I use Paul Mitchell’s Smoothing Serum, it’s the best I’ve found!) I hope this works! And have fun at prom!
